Ms. Carter is the Managing Member and Chief Executive Officer of Vesper Wave Solutions, LLC (Vesper Wave). She is responsible for the overall direction of Vesper Wave by providing executive leadership in the areas of talent acquisition, business development, marketing and finance. Prior to founding Vesper Wave, Ms. Carter owned and managed a consulting firm, Symphonic Wave Solutions, which provided IT solutions and business operations services. Her client list comprised of local government and emerging technology businesses.

For over 15 years, Ms. Carter has been instrumental in assembling world-class engineering, intelligence and business operations teams to staff mission critical programs in the defense, intelligence, and commercial sectors. She has staffed technology programs to support the DoD (INSCOM, JIEDDO, NGIC, I2WD), NASA (Hubble Telescope), DIA (DODIIS), DHS (ICE), three letter agencies, and numerous Fortune 500’s such as Microsoft, Apple, and Seagate to name a few. Additionally, she has staffed OCONUS programs.

Ms. Carter earned a Bachelor of Science in Business Administration from Central Washington; she is currently pursuing her MBA at Marymount University in Arlington, VA. Furthermore, she completed three years of extensive engineering co-op programs while studying chemical engineering at California Polytechnic University, Pomona.

In addition to the entrepreneurial and professional roles of Ms. Carter, she volunteers her time to mentoring young adults and small business owners. She has served as a volunteer executive director to an urban youth financial literacy program, Wall Street Wizards. Additionally, she has facilitated numerous job preparation (resume writing and mock interviews) workshops to assist veterans, welfare-to-work clients, youth, and people with disability obtain sustainable employment. Currently, Ms. Carter is serving as a board member for A Leiland Community, a rental housing program that provides affordable housing and wellness programs for low income adult seniors.

Mr. Frazier is responsible for the day-to-day operations of Vesper Wave. He oversees the strategic development and execution of the company's corporate goals and strategic missions. Hand-picked by Vesper Wave's founder Lori Y. Carter to assist in the execution of her vision of supporting the US Warfighters, Mr. Frazier brings over 15 years of experience in the electronic warfare and security systems arena and a wealth of leadership and program management expertise to the Vesper Wave management team.

Prior to joining Vesper Wave, Mr. Frazier retired from the US Navy, managing electronic security and fire control radar systems in the surface warfare community. In addition to his service in the US Navy, Mr. Frazier served in a variety of leadership and project management positions overseas in support of Joint Crew Composite Squadron 1 and JIEDDO for Operation Iraqi Freedom.

Mr. Frazier has a Master of Business Administration from University of Maryland and has a Bachelor of Science degree in Electrical Engineering and Technology from Thomas Edison State College. He is DAIWA Level I certified in Program Management, and has completed Project Management certificate program from Villanova University.

In addition to his professional activities, Mr. Frazier was actively involved in civic affairs across the globe. In 2000, he was awarded the Military Outstanding Volunteer Service Medal for his quintessential Navy Ambassadorship worldwide. His professional memberships include:
